HCPC Consultation on English Language Requirements




At Envertiz Consultancy, we're committed to guiding international healthcare professionals through every step of their journey to the UK. As part of our ongoing efforts to stay ahead of regulatory changes, we closely followed the recent consultation by the Health and Care Professionals Council (HCPC) on updating the English language requirements for international applicants.


This consultation, led by the HCPC, was a crucial step in ensuring that the English language proficiency of international applicants remains robust and fair, while also adapting to the evolving needs of healthcare professionals entering the UK.


Why the Changes Matter


For anyone looking to work in the UK healthcare sector, strong English communication skills are non-negotiable. They are essential for ensuring patient safety, delivering high-quality care, and working effectively within multidisciplinary teams. The HCPC's role is to protect the public, and part of that responsibility is ensuring that all healthcare professionals on the register can communicate effectively in English.


However, the consultation didn’t propose raising the bar on the level of English required. Instead, it focused on refining the types of evidence that are accepted to prove English proficiency.

This approach is about fairness—making sure that the system is just and accessible to qualified international applicants while still maintaining high standards.


Key Proposals and What They Mean


The consultation put forward four significant proposals that could affect future applicants:


Ending Self-Declaration as Proof: The proposal to no longer accept self-declaration of English as a first language as evidence of proficiency ensures that all applicants provide standardized proof of their language skills, creating a more consistent and reliable process.


Introducing Qualifying Countries: By proposing a list of "qualifying countries" where at least 75% of the population speaks English, the HCPC aims to streamline the process for applicants from these countries, accepting their qualifications as proof of proficiency.

 

Recognizing Work Experience: Although this proposal has been paused for further research, it suggested accepting registered work experience in a qualifying country or supervised UK work experience as evidence of English proficiency. This would have opened up new pathways for applicants to demonstrate their language skills if implemented.


Expanding the List of Test Providers: By proposing to expand and finalise the list of approved English language test providers, applicants would have more options to choose from, ensuring that they can find a test that suits their needs and circumstances.


Throughout the consultation, the HCPC was keen to ensure that these changes would not disproportionately affect any group. The HCPC conducted an Equalities Impact Assessment and gathered feedback from over 500 respondents, including key stakeholders and service users, to ensure that the proposed changes were both fair and practical.


What’s Next?


The positive response to these proposals indicates a collective agreement on the need for these updates. In May 2024, the HCPC decided to move forward with three of the four proposals, with further research needed on the work experience proposal.
